General Aviation Stakeholder Meeting

New rates going into effect July 1, 2026

o Rates go into effect at the start of the fiscal year
o New appraisal every 5 years (4 years from appraisal last year)
o Can increase annually (CDI increase, go through the county process, Board of Supervisors)
o Do not anticipate increases before next assessment
o The last appraisal was done during COVID and the rate increase was not implemented
o The rates for Hangar Associations will go into effect when indicated in their contracts—except for J and K where they are on a month-to-month basis.

SBP Construction

o Taxiway Alpha Rehabilitation is underway because it is in poor shape
o Work on all of the taxiway connections
o Adding Bravo 3 from West Side as new crossing (Across from Charlie)
o [Note: Bravo 3 gives the airport a crossing point that is not in the first third of the runway to improve visibility and stopping distance for aircraft taking off.]
o Will straighten out taxiway between Charlie and Echo (in front of the old terminal) so that airliners will no longer have to hold for landing traffic
o Nightly Closure 7PM – 5 AM
o Monday, Sept 22-24 7AM Monday to 2 PM Wednesday the 24th

o All this work is outside the relocation of Taxiway Alpha move in the Master Plan
o The creation of an obstacle free zone [moving of buildings to that they are 400' from the centerline of the runway], is 5 years out
o This affects J&K, ACI, and Site N

Taxiway Renaming

o They are going to rename the exits so that they conform to standards. Alpha will remain and the rest will be A1 through A8. Mike will become Bravo and there will be B1-B3. No changes to Juliet or Kilo on the West Side.
o Changes to taxiway naming will happen in October but the FAA Airport Diagram will not go into effect until November
o Relocated Boundary non-movement area changes on J&k:  8’ from hangar to non-movement area. The new markings will be painted on the apron during the 55 hour closure.

Oceano improvements

o Pavement Seal Coat Project starts Monday Oct 20-27
o Airport will be NOTAMed Closed
o Aircraft in tiedowns must be moved and can be relocated to the West Side tiedowns at KSBP without ramp fee.

Open Discussion

o Mike Kunde mentioned that his wing was lifted up by an airliner turning onto the runway from in front of the runup area of Rwy 29.
o The broken asphalt in front of the gate on the West Side will be fixed shortly. The area belongs to Site Q and they are working with the airport to put in a request for reimbursement of expenses. There may be an addendum to their lease agreement so that the airport is responsible for fixing pavement that is used by everyone on the West Side.
